Communications corral on water tank to generate revenue

In a quick meeting before results of the council elections were released Nov. 3, the Holly Springs Town Council approved installing a 12-post corral for communications on top of the water tank off School Days Ln., entering into a lease agreement with Clearwire Communications that will generate $2,000 for the town. Room will remain on the corral for other users. Staff said the revenue would help pay for maintenance of the tower.

Councilman Hank Dickson said he was concerned about feces from turkey buzzards that congregate on the water tank. Staff said the tank and corral could be coated with a smelly substance that would deter the buzzards.

The council also approved $5,550 toward installing a solar-powered mixer on the Avent Ferry water tank. The project, which enhances water quality, is to be funded primarily by federal economic stimulus money.

The council approved adding $30,000 to a contract for wastewater consulting assistance on two current projects: attempting to get approval to discharge treated wastewater into a local creek and work on a regional wastewater discharge facility.

“I’m optimistic,” said town Engineering Director Stephanie Sudano about the local discharge project. The council approved leasing 1.6 acres off Avent Ferry Rd. near town limits for a temporary staging area for yard waste operations, loading a tractor trailer with yard waste. The town is to lease the property for six months at $500 per month until another suitable location is found, staff said. Staff said owners of a closed landfill site denied the town use of their property.

The council approved spending $200,000 to repair and resurface Thomas Mill Rd. and Irving Pkwy. in the town business park.

Town Manager Carl Dean thanked employees who worked at Holly Fest.

“Every year, we get bigger, we get better,” said Councilman Chet VanFossen.

Dean also reminded councilmen that because of state Department of Transportation repairs on the bridge on Bass Lake Rd., the roadway would be closed through the Nov. 14.

Councilman Tim Sack asked staff to look into cleaning up growth along G.B. Alford Hwy. shopping centers. Staff said the property belongs to the state Department of Transportation.

As part of the consent agenda, the council appointed Stephane Daniel to serve on the town’s Parks and Recreation Advisory Committee, replacing Jeff Buser. The council also entered into an easement encroachment agreement with PSNC, amended the town’s fee schedule to correct transportation fees for non-residential development, approved a $13,685 construction contract change order to add decorative and protective fencing along Green Oaks Pkwy. and retained $800 in services for a traffic analysis on Main St.

Councilman Parrish Womble was absent from the meeting.
